Why it is empty rather than seeded. 374 exempt organisations contain “Goodwill” and about 14% are unrelated, so name-matching produces false positives. Matching is by EIN against the IRS file, and the allowlist has to be hand-verified.
Where the data ends. Federal contracts and grants are public and integrable. State and local procurement has no unified source — roughly 90,000 jurisdictions with no reporting mandate. Private contracts are not public at all.
